This section says what v2 does: its rules, each with an ID such as R-BC-03 (D27), its architecture and its glossary. A rule is written here first, then the test that proves it, then the code. How rules are written defines the format.

The Docs Engineer writes these pages. DOC pack A (#10) brings V13's rules here, one pull request per domain.
