Decision: a migration.accepted_differences table records each known difference: the check, the row key, the reason, who signed and when. Reconcile skips signed rows, so zero means zero unexplained differences. Finance names which v1 figure is the balance of record (OQ19).

Why: v1's own balances are partly wrong, so "equal to v1 to the rupiah" can't reach zero without written exceptions, and the 10-clean-nights gate would turn into a judgement call on cutover night.
