Decision: files are stored at <organization_id>/<table>/<row_id>/<file>, with no pool in the path. Storage policies find the pool through the row's resolver function, such as app.driver_pool or app.payment_pool. Settled before the bulk photo upload starts.

Why: drivers and their money follow the driver's current pool (Q2), and stored files can't be moved. With the pool in the path, a transferred driver's KTP, SIM and payment proofs would be hidden from the new pool.
