Decision: pgTAP is the main test layer: every rule and every business action (each RPC) gets tests in the same change. Playwright covers the per-role menu check and a short list of journeys, starting with queue to lead to background check; booking, contract and handover; checkpoint inspection; return with damages; gate out with approvals; payment and allocation. v1's behaviour is captured as data (inputs, and the rows and balances they produce), not as v1 page objects for every flow.

Why: the rules live in Postgres, and Playwright against two different UIs is the most expensive and least reliable layer.
