Decision: until cutover, every v2 doc lives in this wiki. After cutover, the engineering docs (schema references, rules, guides, runbooks and this register) move to apps/docs, generated from the code where possible. Product and process specs stay in the Opleet Wiki Shared drive.

Why: team leads read and comment on product specs in Google Docs, and moving docs during M1 would take time from the critical path.
