D20 · Cutover when the gate is met, not on a date

Decision: there is no fixed cutover date. Cutover happens on the first suitable weekend after the gate is met: 10 clean rehearsals in a row (with D18), every test green, each team lead's sign-off, and a finance period close. What must work on the first Monday is OQ20.

Known calendar risks to weigh when picking the weekend: year-end holidays and close; GR 33/2026 from 16 January 2027 (D15); Ramadan and Lebaran, roughly February to early March 2027.
